The civic center is located in the busiest and most popular area of Famagusta, Cyprus and stands between the sea and the historic Lala Mustafa Pasha Mosque. Its ground floor is an open and permeable plan, allowing entry from all four sides. Kiosks and offices introduce visitors to the rich history of Famagusta and support civic activities. In the central courtyard, a sculptural stair descends to the basement conference hall while extending upward as a spatial landmark. The outer courtyard preserves three historic monuments, which can be explored along paths landscaped with native vegetation. Building heights are carefully arranged to frame views of both the sea and the mosque, culminating in a panoramic seaside terrace.
