Due to its topography and ineffective flood protection systems, New Orleans has been dealing with natural disasters ever since its foundation. This project proposes a landscape strategy and a building complex to improve the existing condition. The design solutions are produced according to three concepts: preparation, action, and recovery.<\/p>\n\n\n\n<p>In daily use, the aim of the complex is to strengthen the social interaction between neighborhoods. Research and education programs are integrated to prepare the city and the citizens for a natural disaster. During a potential natural disaster, the complex will serve as an operational base.
